Hon. Ing. Paul Afotey Quaye was nominated by His Excellency John Dramani Mahama on the 23rd of April, 2025, to serve as the Municipal Chief Executive (MCE) for the Krowor Municipal Assembly. He received 100% endorsement of Hon. Assembly Members at the confirmation event held on the 2nd of May, 2025.
Hon. Ing. Quaye officially assumed office on the 5th of May, 2025, and has since hit the ground running—leading with purpose, transparency, strategic focus, and a collaborative approach to development. His appointment comes at a critical time in the Municipality’s growth trajectory, and he brings with him a deep-seated passion to accelerate the delivery of essential services, enhance infrastructure, and promote inclusive prosperity across all communities within Krowor.
Hon. Ing. Paul Afotey Quaye is a highly accomplished and versatile professional with over a decade of multidisciplinary experience in Civil Engineering, Project Management, and Public Administration. He currently serves as the Municipal Chief Executive for the Krowor Municipal Assembly, where he leads with vision, integrity, and a strong commitment to inclusive development and efficient service delivery.
His professional journey is marked by significant contributions to some of Ghana’s most iconic infrastructure projects, including the Bui Hydroelectric Power Project (Bui Dam) and the Kempinski Hotel Gold Coast City Project. His extensive background in Construction Project Execution, Works estimation, Surveying, and Contract Management has equipped him with the technical and administrative expertise to champion infrastructure development across Krowor.
Hon. Ing. Quaye previously served as the Research Assistant to the Member of Parliament for Krowor Constituency, Hon. Agnes Naa Momo Lartey (PhD), where he distinguished himself in Policy Research, Correspondence Drafting, Project Coordination, and Constituency-based Development Planning. He was instrumental in the execution of various community interventions, including Health, Education, and Social Protection Projects.
In addition to holding a BSc in Civil Engineering from the Kwame Nkrumah University of Science and Technology, he also holds a Master of Science (MSc) Degree in Development Finance from the University of Ghana Business School, where his masters thesis focused on “Assessing the Financial Sustainability of Municipal Assemblies in Ghana.” His academic and professional interests lie at the intersection of infrastructure development, fiscal responsibility, and grassroots empowerment.
A strong advocate of participatory governance and transparent leadership, Hon. Ing. Quaye has also held strategic political roles, including Constituency Secretary and Deputy Constituency Secretary of the National Democratic Congress (NDC) in Krowor, where he played a critical role in elections management and organizational strategy.
As Municipal Chief Executive, Hon. Ing. Quaye is committed to prosecuting the President’s RESET Agenda in the Krowor Municipality. A vision to “Reset Krowor” by championing infrastructure renewal, promoting digital innovation, and driving sustainable economic transformation. Through targeted job creation, skills development, youth empowerment, and private sector partnerships, he seeks to build a resilient local economy that offers prosperity and opportunities for all residents. His leadership is grounded in the belief that every community member deserves a dignified livelihood and an enabling environment to thrive.
